Berlin, Germany 2020 was a year of tremendous growth for e-commerce merchants. Yet it was also a year of tremendous growth in reshipping fraud – both in magnitude and sophistication. Reshipping fraud is a scheme whereby a fraudster uses a stolen payment card to purchase a product online and ships it to a ‘reshipper’ or ‘mule’ in order to hide his identity. The mule then ships the product to an address specified by the fraudster. Reshipping fraud has become a multi-billion dollar industry with a robust ecosystem of fraudsters, sophisticated cybercriminal gangs, resellers, mules, vendors offering mules ‘as-a-service’, and online marketplaces.
